   During my tenure as Superintendent for the Johnstown School District, the School Board built a new $40 million High School, our board desired to keep education quality, construction quality costs and time schedules as highest priorities.  The district performed the construction, utilizing the Johnstown Building Trades along with a Project Stabilization Agreement.. This provided us the necessary skilled manpower (from the local area0 and assured us that there would be no delay to the project, I was very proud when the new school opened on the target date and was completed within our budget.  The craftsmanship provided by the trades was of superlative quality, and I believe the board made the right decision by us the Building Trades along with the Project Stabilization Agreement.  Gerald L.
